About the Forum

The Greater Horn Horizon is an independent and autonomous Research-Policy-Forum, regrouping scholars, intellectuals and other interested professionals from the Horn of Africa and the diaspora to actively participate in the analysis and quest for sustainable responses to the regions’ root problems. Located in Djibouti, the Forum aims at supporting reflection on current and future challenges of the Greater Horn Region (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda) through multidisciplinary policy-research, as well as by reinforcing dialogue among researchers and with policy-makers.

The principal originality of the Greater Horn Horizon lies in its focus on scenario-building and anticipatory approaches in the analysis of regional issues, which explore different future scenarios for the Greater Horn region. Hence avoiding standard interpretations of the region’s past and current challenges, the Forum does not wish to engage in the ‘blame game’ of attributing culpability for past or ongoing conflicts which create division between the different countries. Instead, it seeks to enhance public awareness of the need to think regionally and improve the capacity to develop common, results-orientated strategies.

Functioning as an open exchange network on an international scale, the Forum’s independence from any political interests is crucial to its aim of building credible approaches towards sustainable development, regional integration and peace in the region. To that end, an Ethical Code of Conduct will ensure the autonomy of the partners involved.
